Stages have been added to bugs.python.org

Back in August I outlined what I considered the stages of a typical issue. The uncontentious parts of that list has now been added to bugs.python.org for all issues. Hopefully this will make it easier to find stuff they can work on (e.g. writing needed test cases for reported bugs) and also make it easier to know exactly what the next logical step is for an issue to take.
