The call has hit comp.lang.python.announce and will eventually reach the blog. Looks like two days of tutorials this year and they upped the amount paid to people doing tutorials to US$1,500. The deadline is October 31 to submit a proposal.
I personally don't know what I would submit as a tutorial. I could try to do my import tutorial again (I pulled it out of the running last year when I ended up giving the sprint tutorial on contributing to Python).
