setup.py script for PEP 362 implementation written

I just wrote the setup.py script for my PEP 362 implementation of function signature objects.  Have not written a setup.py in quite a while.  Going to wait until tomorrow to submit to PyPI since I'm tired at the moment and I don't feel like dealing with any possible mishap in the process.
