Bug and patch guidelines drafts written

Since PEP 362 has been written and a proposed implementation is up (and still being fixed and vetting for public comment) I finally revised my draft set of guidelines for bug reporting and wrote a first draft for guidelines on how to submit a patch. Both have been sent to python-dev for editing and will hopefully make it up on python.org not too long from now.
